The news is replete with dark predictions and warnings about potential Russian (and their allies’) attacks on our most critical services. Unfortunately, these warnings do not come with clear, actionable recommendations…which is the purpose of this panel.

Panelist Information

Brian Keith, Protective Security Advisor at CISA/U.S. DHS

Brian Keith - U.S. DHS, PSA, Los AngelesBrian Keith serves as a Protective Security Advisor (PSA) for the Los Angeles District. As a PSA, he coordinates, facilitates, and performs vulnerability assessments for local critical infrastructure owners and operators, and serves as a physical and technical security advisor to federal, state, and local law enforcement agencies. In addition to conducting vulnerability assessments, Brian supports homeland security efforts by serving in an advisory and liaison capacity for the State Homeland Security Advisor. Prior to serving as a PSA, Brian was appointed as Deputy Director for Critical Infrastructure Protection (CIP) to Governor Arnold Schwarzenegger’s Office of Homeland Security (OHS). Throughout the past 20 years, he has conducted several law enforcement technology presentations at the Federal Bureau of Investigation’s (FBI) National Academy in Quantico, Virginia, and the New York State Police Union Association.

Ivo C. Nkwenji, Information Systems Manager at Las Virgenes Municipal Water District

Ivo holds a master’s degree in Geographic Information Systems (GIS) and a Bachelor of Engineering degree in Water Resources and Environmental Engineering. He has worked in Information Systems, specifically in the Water and Wastewater sector for more than 20 years. Ivo has implemented innovative methods of integrating various technologies from both operational and information technology fields. His current focus is working with the Las Virgenes Municipal Water District (LVMWD) to increase communication network and SCADA systems robustness while reducing exposure to potential cybersecurity attacks.

Paul Fuller, CEO at Allied Public Risk/JPRIMA

Paul is an insurance professional specializing in public water and wastewater systems. He’s a director of the American Association of Water Distribution & Management (AAWD&M), CEO of Allied Public Risk, LLC (a national managing general underwriter exclusively focused on public entities and public water and wastewater systems), and Insurance Administrator for the California Association of Mutual Water Companies Joint Powers Risk & Insurance Management Authority (CalMutuals JPRIMA). Throughout his twenty-five-year career, Paul has underwritten thousands of public water and wastewater systems. He has also overseen tens of thousands of their claims, with emphasis on inverse condemnation, water quality, coverage disputes, and property valuations. Paul is a frequent speaker on risk management and litigation issues. His articles on inverse condemnation have been published in the Public Law Journal and Defense Counsel Journal. He’s also the co-author of Handbook of Risk and Insurance Strategies for Certified Public Risk Officers and other Water Professionals as well as Practitioner’s Handbook of Risk Management for Water & Wastewater Systems.
